The danger of using special taxing districts for funding early childhood development

The campaign to undo TABOR

Former state senator Kevin Lundberg and Kim take a look at the Gallagher amendment, TABOR, and Amendment 23. Each of these plays a role in limiting what politicians can do when it comes to collecting taxes and the use of tax monies. Lundberg explains the issues and the efforts to undermine or bypass the protections of these legislations.
